Description
The departmental risk analysis and coverage plan (SDACR) prescribed in Article L. 1424-7 of the General Code of Local Authorities succeeded the "master plan for the training of personnel and the preparation of emergency means" created by Article 7 of the repealed Law 96-369.
The SDACR is therefore part of the large family of master plans, documents defining basic guidelines for land-use planning; as a tool for steering the development of the service, it has a forward-looking aim, makes it possible to define priorities in terms of achieving objectives and gives visibility to the ambitions of the service; It deals with civil security.
It is a regulatory document establishing the inventory of civil security risks of a department and setting coverage objectives in terms of basic spatial planning guidelines. It is a master plan with no legal effect on individuals and does not set an obligation of results, it is not notified.
The SDACR justifies the territorial organization of the departmental fire and rescue service, legitimizes the operational regulations and leads to the realization of the necessary equipment, recruitment, training and implementation plans.
The current SDACR (2012-2017) lays down, in particular, the areas of intervention of the department’s barracks.
