Technological risk prevention plans (PPRT), created by the law of 30 July 2003 following the AZF disaster in Toulouse, have as their objective, inherited from the past, to improve and perpetuate the coexistence of site activity so-called "high-risk" industrialists with their local residents. They are intended to ensure the protecting people while offering industrial sites the opportunity to invest in their the future without jeopardising the security of their neighbourhood. They are an indispensable tool for development of industrial areas under safe conditions. The PPRTs foresee, after a prior reduction of the risk at source (at the expense of the operator of the industrial site):  ‘land’ measures on existing urbanisation, consisting of expropriations and rights voluntary abandonment of property;  “additional” risk reduction measures at source proposed by the operator going beyond regulatory requirements, where their implementation is less costly whereas the land measures which they make it possible to avoid;  restrictions or rules on future urban planning, on the use of future buildings, existing or future communication, equipment, etc., as well as restrictions on use or building rules for future buildings built near the industrial site;  work to be carried out on existing buildings in the vicinity of the industrial site, in order to reduce vulnerability, works the amount of which may not exceed 10% of the market value of the Good. ** The different levels of risk are staggered as follows:** **TF+** Very Strong + Effects whose consequences on human life are judged very serious and including the accumulation of classes of probability of occurrence of phenomena dangerous at this level of intensity leading to these effects is strictly greater than D . **TF** Very Strong Effects whose consequences on human life are judged very serious and of which the cumulation of probability classes of occurrence of phenomena dangerous at this level of intensity leading to these effects is between D and 5E. **F+** Strong + Effects whose consequences on human life are judged very serious and of which the cumulation of probability classes of occurrence of phenomena dangerous at this level of intensity leading to these effects is strictly less than 5E Or Effects whose consequences on human life are judged severe and of which cumulation of classes of probability of occurrence of dangerous phenomena at that level of intensity leading to those effects is Strictly greater than D. **F** Strong Effects whose consequences on human life are judged severe and of which cumulation of classes of probability of occurrence of dangerous phenomena at that level of intensity leading to those effects is between D and 5E. **M+** Average + Effects whose consequences on human life are judged severe and of which cumulation of classes of probability of occurrence of dangerous phenomena at that level of intensity leading to those effects is Strictly less than 5E Or Effects whose consequences on human life are judged significant and of which the cumulation of probability classes of occurrence of phenomena dangerous at this level of intensity leading to these effects is strictly greater than D. M Medium Effects whose consequences on human life are judged significant and of which the cumulation of probability classes of occurrence of phenomena dangerous at this level of intensity leading to these effects is between D and 5E. **Low** Low Effects whose consequences on human life are judged significant and of which the cumulation of probability classes of occurrence of phenomena dangerous at this level of intensity leading to these effects is strictly less than 5E Or Potentially subject to an effect whose consequences are breakage of windows. **Superpressure hazard 50/140**
