Description
the PLH must meet accommodation needs and promote social diversity and urban renewal. It must have a habitat monitoring system in its territory, in order to be able to monitor the effects of the policies implemented.
On the basis of a diagnosis of the existing situation, the PLH sets out the objectives to be achieved, in particular the new supply of housing and accommodation places by ensuring a balanced and diversified distribution across the territories. It shall specify in particular:
a programme of actions to improve and rehabilitate the existing park, whether public or private, actions and operations to rehabilitate degraded old neighbourhoods within the meaning of Article 25 of the Law of 25 March 2009 on mobilisation for housing and combating exclusion;
Urban renewal areas are areas with high habitat requalification issues. They may be included in national or regional aid and grant programmes.
