Agreement drawn up in French and signed by hand on 07/12/2021 by the Director of the SSMN and the Director of the ANLux._ **History of administration:** The National Sites and Monuments Service is an administration under the authority of the Ministry of Culture. It is the guarantor of the preservation and maintenance of Luxembourg’s archaeological and historical sites. The history of the SSMN begins with the Law of 12 August 1927, which provides, for the first time, a legal framework for the preservation and protection of the Grand Duchy’s important landscapes, sites and monuments. It was the then President of the Historical Section of the Institut Grand-Ducal, Mr Arthur HERCHEN, who initiated this law and laid the foundations for it. Inspired by the French law of 31 December 1913 on historical monuments, he also wanted to create an authority for the protection of monuments in the Grand Duchy of Luxembourg. The National Sites and Monuments Commission was established in the same year. Interest in national heritage has grown steadily since then. As the Second World War resulted in the destruction and degradation of many historic monuments and buildings, it contributed to the acceleration of the policy of preservation and protection of sites and monuments. In this sense, the Grand-Ducal Decree of 8 October 1945 amending and supplementing the Law of 12 August 1927 on the conservation of national sites and monuments emphasises the protection of landscape heritage, while the Law of 20 February 1968 amends the Law of 12 August 1927 in order to strengthen the preservation and protection of monuments. Three years later, the Ministerial Regulation of 13 May 1971 created a service for historical monuments, under the direct authority of the Ministry of Cultural Affairs, thus replacing COSIMO in its functions, but without abolishing it. Finally, the Law of 19 September 1977 establishes the National Sites and Monuments Service as we know it today, whose premises are located in the former Neumünster Abbey, which is classified as a national monument. The Grand-Ducal Regulation of 17 September 1980 lays down the powers of the National Sites and Monuments Service created by the Law of 19 September 1977. **Principal missions:** The tasks of the SSMN are specified by the amended law of 18 July 1983 concerning the conservation and protection of national sites and monuments.
