Description

**History of administration:**
The Central Legislation Service (hereinafter referred to as the SCL) was established by the Order of 4 August 1959 on the organisation of the SCL. The SCL is placed under the supervision of the Ministry of State and more specifically the Minister responsible for relations with Parliament. The SCL is mentioned for the first time in the Order of 7 August 1999 conferring ministerial powers on members of the Government. The SCL publishes the Official Journal of the Grand Duchy of Luxembourg and consolidates the legislation.
In addition, the development of digital tools has changed the publication practices of the law. Since 2017, the digital version published on the website www.legilux.public.lu is the authentic one.
**Principal missions:**
- Prepare, at the request of the Minister of State, the draft legal texts or
Regulations affecting the Ministry of State or the Government as a whole
- To examine, at the request of the Minister of State, the draft legal texts or
regulations developed by other departments or services
- Monitor the progress of legislative and regulatory procedures and carry out the administrative functions of the Ministry of State in this area
- Monitor the publication of the Luxembourg Memorial and Pasonomy and
preparing the codification of legal and regulatory texts
- Establish and maintain a central register of legislation, as well as files for all legislative and regulatory acts.
The Official Journal of the Grand Duchy of Luxembourg, or Memorial, consists of three collections
separate:
- **Memorial A**, known as the Compendium of Legislation, contains the legislative and regulatory acts
in accordance with the procedures laid down in the relevant legislation.
- **Memorial B**, known as the Administrative and Economic Collection, contains the texts whose publication in the Memorial is prescribed by special laws and regulations.
- **Memorial C**, known as the Special Collection of Societies and Associations, contains the publications provided for by the amended law of 10 August 1915 concerning commercial companies and by the amended law of 21 April 1928 on non-profit associations and foundations. Memorial C has been replaced, since June 1, 2016, by a list of publications that is available on the website of the Trade and Companies Register.
