**Departmental History:**
As modern industry develops in Luxembourg, social issues are emerging. The demands made by the working class relate in particular to working conditions. While laws already existed for the control of safety in mines and quarries (laws of 1810 and 1813), the years 1876 and 1877 marked the first laws on working conditions, regulating in particular the work of women and children. From the 1880s onwards, the proliferation of surveys and reports on working-class working conditions and wages led to an awareness of industrial risks and changed the attitude of the public authorities. Thus, it was not until the EYSCHEN government at the beginning of the 20th century that a social protection system was established.
At the same time, work became a new responsibility of the government, first in the form of a public service attached to a directorate-general and then to a department. In addition, in the aftermath of the First World War, the government imposed the creation of factory councils in industrial enterprises employing at least 50 workers. This conciliation body allows workers' delegates to negotiate improvements in working conditions and wages. However, this measure does not prevent workers from striking. In response, the government then established the Chamber of Labour, a body for consultation and consultation.
In 1936, a Grand-Ducal decree created the National Labour Council, a conciliation body which brought together, under the direction of the government and on a parity basis, representatives of employers and employees; trade union freedoms are also guaranteed.
In 1944, the National Labour Conference succeeded the National Labour Council while the government introduced a minimum social wage. The questions of working hours, overtime pay and wage levels follow. In view of the many labour challenges facing the government, it was decided to create a Ministry of Labour in 1951. Since then, labour law has continued to adapt to the challenges of social change.
**Principal missions:**
The tasks of the Ministry of Labour, Employment and the Social and Solidarity Economy are defined by the Grand-Ducal Decree establishing the Ministries.
- Labour law and industrial relations: modernising and adapting the legal framework, combating social dumping, illegal work, stress, psychological and sexual harassment at work, contributing to the implementation of the principle of non-discrimination at work and modernising the enforcement of labour law
- Employment policies: modernisation of the Employment Agency, establishment of an activation policy focusing on training and opening up pathways to the labour market for particularly vulnerable people, strengthening of statistical and analytical capacities to improve the understanding of the functioning of the labour market, harmonisation and evaluation of existing labour market measures.
- The social and solidarity economy: Enhanced public support and international engagement for the promotion and development of the social and solidarity economy
