**History of administration:**
Gender equality is a topic at the heart of many discussions and debates as it affects the very functioning of societies. Moreover, it is a concept that differs greatly from one country to another, depending on the historical periods and the areas it affects (civil, economic, social or education rights).
Thus, on a global scale, the notion of equality between beings, in particular without distinction of sex, appeared in 1948 in the first two articles of the Universal Declaration of Human Rights. At European level, the first common policies and concrete actions on gender equality appear in the same periods. The aim of the European Economic Community, which was set up in 1957, is to create a broad
economic market between member countries and to promote labour mobility. Nevertheless, precautions are being taken to preserve remuneration competition between States. In fact, the concept of equal pay for women and men was introduced from the first founding texts of the EEC and then of the European Union.
The economic progress that emerged after the Second World War was accompanied by social progress towards greater equality. Nevertheless, gender equality and actions in support of gender equality progress differently depending on national policies. At Luxembourg level, one of the most representative political actions to promote gender equality was the creation in 1995 of the Ministry for the Advancement of Women, which puts the deconstruction of stereotypes at the heart of its action. In 2004 it became the Ministry of Equal Opportunities and changed its name in 2018 to become the Ministry of Equality between Women and Men.
Since then, Luxembourg’s political actions have always been geared towards greater equality and have been recognised internationally, notably at the meeting of the Committee on the Elimination of All Forms of Discrimination against Women, where Luxembourg was commended for its continuous efforts and progress.
**Principal missions:**
The tasks of the Ministry of Gender Equality are detailed in the Order of 28 May 2019. Thus, MEGA is the competent authority to promote, implement and coordinate national and international policy for gender equality and non-discrimination.
