**History of administration:**
In the second quarter of the 19th century, Europe experienced major socio-economic upheavals that led to the emergence of new health, social and philanthropic concerns. In Luxembourg, the first administration dealing with health and public welfare issues appears. It manages, among other things, applications for the post of veterinary surgeon or grants authorisations to practise any branch of the art of healing or a profession connected with it.
However, health remains a largely private set of initiatives based on liberal medicine and charitable institutions.
In 1945, a Ministry of Public Health was created. But it has an ephemeral existence. The current Ministry of Health was finally established in 1956 in the form of a Secretariat of State.
A few years later, he became the Ministry of Public Health. Its missions were then defined by various Grand-Ducal decrees establishing ministerial departments.
Until the end of the 1960s, its role was limited to ensuring public hygiene, managing the few establishments that the State had created on the basis of subsidiarity and supervising the tasks delegated to various bodies in areas essential to public health.
It was not until the following decade that the Ministry of Public Health, which became the Ministry of Health by Grand-Ducal Decree of 20 July 1979, became more involved in the co-financing of health structures and gradually established a legislative framework covering, in particular, the exercise of health professions, the organisation of urgent care, the planning of hospitals or the management of pregnancies. It has thus given itself the means to play its current role as a pilot of the health system.
