**Departmental History:**
The main historical stages of the ministry are taken from the Kulturentwécklungsplang 2018-2028:
With the Grand-Ducal Decree of 7 March 1959, the expression ‘cultural affairs’ was introduced for the first time as a competence of the Ministry of National Education.
In 1964, all competences related to culture were grouped under a single ministry, the Ministry of National Education and the Ministry of Cultural Affairs.
In September 1972, the Ministry disappeared and cultural policy was carried out by the Ministry of State.
In 1984, for the first time in Luxembourg’s history, a specific Ministry of Cultural Affairs was created by Grand-Ducal Decree of 26 July 1984.1
In 1999, the Ministry of Culture, Higher Education and Research was created and re-established as the Ministry of Culture in 2009.
**Principal missions:**
The Ministry of Culture develops and implements the government's national and international cultural policy. In parallel with the implementation of the national policy for the protection and enhancement of cultural heritage, it develops artistic creation and supports the international promotion of artists and cultural actors. To this end, the Ministry maintains agreements with cultural actors in Luxembourg, while developing and implementing support instruments such as the subsidy scheme, or social assistance for independent and intermittent professional performing artists.
The Ministry of Culture promotes education and cultural mediation through an inclusive, participatory and open cultural policy, with an emphasis on citizen engagement and bottom-up approaches.
The Ministry monitors regional cultural development and represents the government in cultural matters in several international organisations, including the European Union and the Council of Europe.
