Agreement drafted in French and signed electronically on 27/07/2021 by the Director of the DAC and the Director of ANLux._ **History of administration:** At the end of the Second World War, the management of civil aviation activities was carried out by a department under the Ministry of Transport. Then, in the second half of the 20th century, aviation activities grew steadily with an intensification of air transport, the development of national airlines, such as Luxair and Cargolux, and the successive expansions of the runways of the international airport. The 1990s marked a turning point in civil aviation activities with the construction of a new control tower and the project to build a new terminal. These events make it necessary to create a fully-fledged administration. Thus, the amended Law of 19 May 1999 establishes a Directorate of Civil Aviation and confers on it administrative autonomy. The DAC offices initially remain on the premises of the Ministry of Transport. The DAC then moved to the municipality of Niederanven, close to Luxembourg airport, the ANA and other entities responsible for civil aviation activities. On 1 April 2009, the Luxembourg Aviation Safety Agency (ALSA) was set up. The purpose of this public limited company, the sole shareholder of which is the State, is to assist the DAC in carrying out its control, inspection and audit tasks. **Principal missions:** The DAC's tasks include: - To assist and advise the Minister in the performance of his duties in respect of civil aviation - To ensure the safety and security of all civil aviation activities in Luxembourg by issuing specific rules to that effect and ensuring that they are complied with by all operators in the civil aviation sector - To manage the aircraft registration register - To investigate applications for air transport operating licences and air operator certificates - To issue, without prejudice to the powers reserved to the Minister, licenses, certificates, approvals, approvals and any other authorizations required by the legislation or regulations in force and to monitor compliance with them - To ensure the maintenance or improvement of the level of safety and security in the aeronautical field in accordance with national and international legislation and regulations - To ensure, as a public authority independent of the managing body, the task of monitoring the activities of the various service providers present at the airport - To ensure, as an independent national supervisory authority of air navigation service providers, the certification and continuous supervision of air navigation service providers and air traffic controllers **Regulatory references:** - Law of 31 January 1948 on the regulation of air navigation (amended) - Law of 19 May 1999 on Luxembourg Airport, Civil Aviation Safety and the Directorate of Civil Aviation (amended) - Regulation (EU) 2018/1139 of 4 July 2018 on common rules in the field of civil aviation and establishing a European Union Aviation Safety Agency **Versions and updates:** The following shall be published in the dataset: - The first version signed on 27/07/2021
