Main results, Luxembourg partisan electorate and foreign citizens – 14 July 2023 The Political Observatory (POLINDEX) is a sociological study of the Research Chair in Parliamentary Studies of the University of Luxembourg (http://chaireparlementaire.uni.lu) commissioned by the Luxembourg Chamber of Deputies (https://www.chd.lu) which aims to establish a political and social state of Luxembourg, based on the execution of an annual survey by the company ILRES S.A. (https://ilres.com/home) in a comparative perspective with other European democracies (Germany, France, Italy and the United Kingdom). Fort de l’expérience passée réussie des études électorales quinquennales opérées depuis près de vingt ans par l’Université du Luxembourg, POLINDEX, vise à rendre compte désormais sur une base annuelle, non-partisane et scientifique, des éventuelles transformations des valeurs individuelles et collectives (et leurs conséquences en termes de cohésion sociale et de légitimité politique) des Luxembourgeois de citoyenneté et des résidents étrangers au Grand-Duché de Luxembourg. The aim is to obtain research results on relations with democracy, institutions and civil society organisations and to build a socio-cultural, socio-economic and socio-political database on voting determinants, political behaviour and social representations to improve decision-making in Luxembourg and Europe. Under the direction of Pr. Dr. Philippe POIRIER, holder of the Research Chair in Parliamentary Studies, the questionnaire was constructed on the basis of three fundamental theoretical models in political sociology: (a) The study of cleavages based on the model of American political scientists Seymour M. LIPSET and Norwegian Stein ROKKAN; (b) individuation according to the model of the Swiss analytical psychologist Carl Gustav JUNG; c) The materialist/post-materialist relationship according to the model of the American sociologist Ronald INGLEHART. From an operational point of view, the ILRES MyPanel is the basis of the survey. To date, it has 17,000 members. Recognised nationally and internationally, it allows, by its size, and given the penetration of the internet in Luxembourg, the conduct of representative surveys of the resident population via the Cawi system (Computer Assisted Web Interview). The profile variables used in setting up the initial sample will be: Age, gender, region of residence, nationality and occupation (yes vs. no). The distribution of residents according to these variables is done in accordance with the official statistics of the Statec (National Institute of Statistics and Economic Studies of the Grand Duchy of Luxembourg) each year. The 1500 people surveyed (1000 voters with Luxembourg citizenship and 500 foreigners), paid from 10 to 15 euros, will answer a questionnaire, lasting 30 to 40 minutes, composed of 80 questions of their choice in German, English, French and Luxembourgish. The questionnaire drawn up by the Research Chair in Parliamentary Studies, which partially includes questions from past Elect & Euro studies (2004, 2009, 2013 & 2014, 2018 & 2019) and the European Values Study 2021, will, if necessary, include specific requests from the Chamber of Deputies each year. The questions have been made comparable to similar surveys carried out in Europe, for example the Cevipof Political Confidence Barometer of the Institut d’études politiques de Paris. The survey field is still in May. The research notes will be made public and accessible on the website of the Chamber of Deputies and on the website of the Research Chair in Parliamentary Studies still on October 15 in compliance with the rules on intellectual property.
