Follow-up to the recommendations of the Klima-Biergerrot and the Climate Policy Observatory
Description
The Integrated National Energy and Climate Plan (PNEC) forms the basis for Luxembourg’s climate and energy policy. It outlines policies and measures to achieve ambitious national targets for reducing greenhouse gas emissions (-55 %), renewable energy (25 %) and energy efficiency (from 40 to 44 %) by 2030. It is therefore a roadmap that will be put into practice through the adoption of regulations, programmes and projects in specific areas between 2020 and 2030. The published table shows the follow-up of the measures proposed by the Klima-Biergerrot and the Climate Policy Observatory:
1. measures that do not fall within the scope of the NECP. The NECP is a technical document containing specific European objectives. 71 of the recommendations of the Klima-Biergerrot go beyond the scope of the NECP and will be taken up at the level of government policy in the form of plans, strategies, regulations and laws, for example in the field of waste, sustainable development and environmental protection.
2. 5 new measures that Luxembourg will implement at national level.
3. 19 measures that reinforce existing measures, which Luxembourg will transpose at national level.
4. 33 measures that already exist in a similar form. The Governing Council decided to analyse these measures and take stock of them to ensure that the objectives proposed by the Klima-Biergerrot are met. If this is not the case, the Government will make changes to the final version of the NECP.
5. 14 measures that Luxembourg is unable to implement immediately at national level, as they fall within the scope of EU law, or they cannot be carried out without international cooperation.
