Wildlife Protection Spaces. Areas of Importance for the Conservation of Steppe Avifauna

Delimitation of the most suitable areas for the presence of steppe birds in Navarra, according to the technical work proposal. This review allows us to discern the areas in which the presence of steppe birds has been continuous in this period, and that therefore must be subject to special attention and even specific protection, through the application of some territorial protection tool. Although the legislation and the latest judgments establish the principle of ‘factual protection’, that is, the requirement for public administrations to de facto protect these species in any area where they are found, we believe that the best way to achieve this objective is through the application of territorial management instruments in most areas where steppe birds are found on a regular basis, as can be deduced from this report. In this regard, we believe that the instrument best suited to the spatial protection of steppe birds is the one referred to by the Birds Directive 79/409 as the Special Bird Protection Area (SPA).
