The Protection Floor for High Landscape Interest is defined as one that brings together visual quality with landscape fragility at levels significant enough to be preserved against new uses or transformations of use incompatible with its landscape values, including large areas of the territory that have a landscape aptitude of high and very high quality and high fragility.
