Special Eurobarometer 353: The EU and Africa: Working towards closer partnership
Description
A special Eurobarometer on EU-Africa relations published ahead of the EU-Africa Summit in Libya on 29/30 November shows that European citizens broadly agree with the focus of cooperation between the two partners. For Europeans, the main challenges for cooperation are to tackle poverty (38%), peace and security (34%), and human rights (33%). This focus is consistent with the primary EU development policy goal of eradicating poverty, as laid out in the Lisbon Treaty and reflected in the Commission's recent Green Paper on "EU Development Policy in Support of Inclusive Growth and Sustainable Development".
In the context of the Strategy, the first action plan covering the period 2008-2010 and introducing concrete measures was structured around eight strategic partnerships:
1. Peace and security
2. Democratic governance and human rights
3. Trade, regional integration and infrastructure
4. Millennium development goals (MDGs)
5. Energy
6. Climate change
7. Migration, mobility and employment
8. Science, information society and space
The main finding of the survey could be that views of European citizens on Africa mainly
reflect traditional images and perceptions. However, seen in a global economic and political
perspective the African continent is not about immaculate nature and wildlife or people living
in deprivation. It is a continent that increasingly assumes a key role in defining how the
world deals with challenges such as security, climate change, energy or migration flows.
African states are cooperating in the institutional framework of the African Union and in the
different continental Regional Economic Communities. The Africa-EU Partnership in this
context constitutes an important geostrategic effort of linking Europe and Africa in dialogue
and cooperation - an effort that deserves increased recognition from the general European
public.
