Full service, hydraulic and hydrogeological equipment (d.g.r. 3723 of 19/06/2015)
Description
The map service contains the identification of the areas on which to carry out the full service and the hydraulic and hydrogeological territorial headquarters.The competence on the activities of full service and of hydraulic territorial garrison is attributed to the hydraulic authorities (Lombardy Region — Regional Territorial Locations, Interregional Agency for the river Po — AIPo, Municipalities, Consortia of reclamation, authority of the lake basin).At the current state, only the areas concerning watercourses (or sections of them) belonging to the Main Hydrographic Network (RIP) for which the hydraulic authority is Region Lombardy — STER are identified. In a next phase, the identification of the areas will be integrated also on the watercourses of the RIP for which the activity of hydraulic authority is entrusted to other subjects, in particular to AIPo for the plain watercourses.The areas on which to carry out the full service (sequences A1) have been identified in correspondence of banks classified as 2^ and 3 rd category (argini passed from AIPo to Lombardy Region) and works of management of the floods (baths or other artifacts).The areas on which to carry out the territorial supervision will be carried out. hydraulics (i.e. A2) have been identified on the basis of the risk mapping of the Flood Risk Management Plan (areas with risk R4 and R3) and the presence of very high hydrogeological risk areas (RME areas — Title IV of the PAI) of hydraulic type (exundations and conoids), integrated with any other critical situations known to STer.The areas on which to carry out the hydrogeological territorial monitoring (i.e. A3) have been identified based on the presence of non-hydraulic RME areas (frags and avalanches) and any other critical situations known to STER; areas A3 are further distinguished into A3a and A3b depending on the possible interference with the regional competence network (‘a’ = interference; “B” = non-interfering).Each area is identified by a code that specifies the type of garrison, responsible entity and province of belonging and a sequence number.The map service also contains all the information layers that constitute the cognitive support for the identification of areas. In particular, there are: — soil defence works, in particular the embankments passed by AIPo (Interregional Agency for the Po River) to Lombardy Region, as well as the works contained in ODS (Census of soil defence works carried out in the Lombardy Region);- the unified regional hydrographic network (Riru);- the risk mapping contained in the Floods Directive (revision 2015);- areas at very high hydrogeological risk (RME — Title IV of the IAP); — the river basin sub-basins, identified by the Po River Basin Authority under the Floods Directive.The map service is the first phase of the activities provided for in Legislative Decree 3723 of 19/06/2015 and aimed at identifying the areas on which to carry out the service and defining the modalities for its performance.
