Flood Directive 2007/60/EC — Revision 2015

Description

This map service is an update of the previous version of 2013. The updates are the result of the participatory path carried out in the context of the implementation of the Floods Directive, as well as the availability of new or more recent data, both related to hazard and risk. The details of the changes made in the 2015 revision in both hazard and risk maps, compared to the previous 2013 version, are set out in the attached document "Annex 5 to the PGRA — Lombardy Region Report — Contributions to the maps and plan received as part of the participated process. Map revision — December 2015. The maps include the following information layers: — DANGER FROM FLOODS. Demarcation of areas affected by flood events for three flood scenarios: frequent (TR 20-50 years), infrequent (TR 100-200 years) and rare (TR up to 500 years). The areas are identified for territorial areas: main hydrographic grid (RP), hill and mountain secondary hydrographic grid (RSCM), lowland secondary hydrographic grid (RSP), coastal lake areas (ACL). — RISK POINT ELEMENTS. Representation of the risk class associated with point elements present in areas affected by flood events. The following elements are represented: protected areas for the extraction of water for hydropotable use, cultural heritage, purifiers, dams, plants identified in Annex I to D.L. 59/2005, incinerators, hospital settlements, schools. Compared to the 2013 version, the following elements have been added: active mining areas, contaminated sites, railway stations and metro station. — RISK LINEAR ELEMENTS: road and railway infrastructure. — RISK POLYGONAL ELEMENTS. Representation of the risk class associated with polygonal elements in areas affected by flood events. The polygonal cover consists of the layer of land use (DUSAF 4.0 updated to 2012. The risk is represented with 4 classes: R4 (very high), R3 (high), R2 (medium), R1 (moderate or null). Classes are derived from the comparison between the hazard class and the damage class associated with the exposed element. There are four classes of potential damage: D4 (very high), D3 (high), D2 (medium) and D1 (moderate or null). — NUMBER OF INHABITANTS: number of inhabitants per municipality as resulting from the 2011 ISTAT census. Note April 2016: changes have been made to improve visualisation, with no effect on the data; in particular, specific “alias” were attributed to each field and some fields containing secondary information were hidden. In the downloadable shapefiles are still present all fields with their own original name. Note July 2017: the layer has been added that reports the District and Regional Areas of Significant Risk (ARS) identified in the Flood Risk Management Plan (PGRA) with the associated description sheet and the specific measures contained in the PGRA for risk reduction in the areas themselves. Note June 2019: the layer “Areas subject to detailed hazard and risk assessments” has been added, showing the areas classified as R4 (territorial areas RP, RSCM, ACL) and R3 (RSP and ACL territorial areas) for which municipalities are required to carry out detailed assessments of hazard and risk conditions as they are built areas that fall in floodable areas for frequent or infrequent flooding (see d.g.r. 6738/2017). Note 2022: the document describing in detail the changes made in the 2015 version compared to the previous 2013 version has been added.
