Responsibilities: 1. The Economic Committee shall be responsible for: a) The preparation of a draft budget of the region and the recommendation to the regional council for voting. b) The preparation, elaboration, pre-audit of the report and submission of a relevant report to the Regional Council. c) For the approval of expenditure and the allocation of budget appropriations, except those decided by the Regional Council in accordance with the applicable provisions, as well as for cases of direct award of works, supplies, services, studies that are not subject to the provisions of Law 3316/2005 (Government Gazette 42 A), in cases of extreme urgency d) The preparation of terms, the drafting of notices, the conduct and award of any form of auctions and tenders, as well as the establishment of special committees for the conduct and evaluation by its members or special scientists, regional officials or civil servants. e) The study of the need to take out loans, the determination of their terms and the submission of the relevant recommendation to the Regional Council. recommend to the Regional Council the imposition of fees, charges and levies; g) decides on the acceptance of inheritances, bequests and donations; h) decides on the purchase, concession of use, lease and rental of movable and immovable property i) propose to the Regional Council an annual plan for the management and utilization of the assets of the region. By decision, it is possible, exceptionally, to assign to a lawyer, out-of-court or judicial handling, per case, matters that are of particular importance for the interests of the municipality and require specialized knowledge or experience. 2. For cases (k) and (l) of the previous paragraph, the decision shall be taken after consulting a lawyer, the non-existence of which shall render the relevant decision null and void. This provision shall also apply when the Regional Council so decides, because the subject matter of the forty-five thousand five thousand EUR 45 000 referred to in point (l) of the previous paragraph has been exceeded. 3. The Regional Council may, for matters of particular importance, on special grounds and by an absolute majority of all its members, decide that it will exercise the powers referred to in the preceding paragraphs itself. The Regional Council may also, by the same majority, decide to transfer to the Economic Committee additional responsibilities related to the responsibilities referred to in paragraph 1 of this Article. 4. The Economic Committee, by special decision taken by an absolute majority of its members, may refer a specific matter of its competence to the Regional Council for decision, if it considers that its particular gravity so requires.’;
