Roubaix Citizen Initiative Project (PIC)

Description

The Citizens’ Initiative Project (CIP) is a regional scheme consisting of a fund co-financed by the City of Roubaix, which aims to support and encourage participatory and civic dynamics in priority areas of city policy. This system gives the populations of these territories the means to mobilize and promote citizenship by facilitating the implementation of micro-projects led by groups of inhabitants or local associations, according to flexible and rapid financing arrangements. In line with the territorial dynamics promoted by the [Fonds de participation des habitants (FPH)] (https://opendata.roubaix.fr/explore/dataset/fonds-de-participation-des-habitants-fph-2010-2014/information/) since 1994 in Roubaix, the CIP was launched on 1 January 2017 with ten new themes for action; keeping citizen participation as a foundation. Thus, the fund is allocated to the five sectors of Roubaix, defined by the perimeters of the district councils, each of which has an allocation committee made up of elected volunteer inhabitants who deliberate on the applications and financial aid allocated to the proposed micro-projects. This measure is part of the objectives set out in the 2015-2022 City Contracts. In accordance with its rules of procedure and contractual policies, the local management of this system is entrusted to a dedicated associative operator, called the managing association, which receives the grants constituting the fund. The institutional funders of the CIP represented by their elected representatives and technicians, the heads of the managing association and the volunteers of the award committees make up the Monitoring and Evaluation Commission, the governance body which evaluates the scheme, decides on its main guidelines and rules of procedure. Since 2020, the State has also participated in the financing of the scheme. The managing association is responsible for managing the CIP with the funders and voluntary members of the CIP bodies. In particular, it shall be responsible for its administrative and financial management and for monitoring the implementation of the budget, the balance sheet of which it shall provide at the end of the financial year. It draws up cheques for associations or groups of inhabitants carrying micro-projects; in accordance with the decisions of the award committees.
