Environmental Impact Assessment (EIA)
Description
The Environmental Impact Assessment (EIA) identifies, describes and assesses the effects of projects on the environment and considers the following factors and their interactions:
- man, fauna, flora;
- soil, water, air, climate;
- material assets, landscape and cultural heritage.
The development of the EIA procedure with its technical, scientific and administrative content has various motivations that can be summarized in the following actions aimed at:
- protect human health, contribute with a better environment to the quality of life, provide for the maintenance of species and preserve the reproductive capacity of the ecosystem, as an essential resource for life;
- promote and facilitate information and consultation of administrators, associations, citizens interested in the realization of the proposed works and their environmental repercussions;
- public participation in decision-making procedures;
- explicitly introduce environmental factors among the components of decisions through an estimation of the effects that need to be appreciated and quantified with prudence and attention;
- increase knowledge on the direct and indirect effects of any spatial and temporal importance, simple and cumulative, of public and private works;
- unify and simplify the authorization procedures with the aim of increasing the organizational effectiveness of the public administration;
- assess in advance and reduce the energy and climate impact of projects;
- promoting the use of renewable resources and optimising the recycling of exhaustible resources;
- ensure the multi-use of resources in the long term.
All stages of the EIA procedure are public and in any case all the information concerning the project, the environmental impact study, the opinions expressed by the various sectors of the Province and the other administrations involved and the comments made by the public and the related counter-arguments are made available.
The final judgment of environmental compatibility is made by the Provincial Council on the basis of the outcome of the conference of services in which all the measures, technical assessments and opinions necessary for the final decision on the final project are acquired.
