Percentage of individuals who never used the internet - whether at home, at work or from anywhere else and whether for private or professional purposes. Expressed as a percentage of all individuals aged between 16 and 74 years old surveyed. Data based on the annual EU survey on the use of Information and Communication Technologies (ICT) in households and by individuals.
