Description

This dataset must contain all agreements made with third parties and constitute an exception to the generic principle that everything that is owned by I&W must also be managed by the performance contractor. All this with regard to the wet area of Rijkswaterstaat in the south of the Netherlands. The boundary to be formed from this dataset is called the TOGA. TOGA: Areas and Assets to be Maintained. The TOGA boundary is established on the basis of the so-called peeling model. All RWS properties are increased or deducted on the basis of agreements made with third parties or other organizational units. The following categories of agreements are distinguished: - Domain B: plus (BIJ): perform maintenance tasks on third party assets/IH by RWS - Domain C: minus (AF): maintenance tasks on assets/IH invested in other RWS organisational units - Domain D: minus (AF): maintenance tasks to assets/IH invested with other party outside RWS - Domain E: minus (AF): maintenance tasks to assets/IH (temporarily) invested in other contracts within RWS The domains are included in this dataset in the form of planes. If all these matters have been fully and correctly mapped, based on the cadastral property of I&M and these domains, the area to be maintained can be determined for the Performance Contract Nat 19-24. This is the area in which the tender is submitted and in which the contractor bears responsibility during the execution. This limit can and will be adapted to the changed reality during the term of the contract. Nevertheless, the aim is to have this limit reflect as precisely as possible the management and maintenance situation at the start of the contract in order to ensure that a minimum of changes (VTWs) will be required during the term. The following generic principles apply to the border: - Unless otherwise indicated, all signs from Vamis are always under management/maintenance by the PCN contractor. - Unless otherwise indicated, all trees subject to care on cadastral property of I&M are always under management/maintenance by the PCN contractor. - Unless otherwise indicated, all banks (line between land and water) on cadastral property of I&M are always under management/maintenance by the PCN contractor. Revision 12-10-2018: Following an update of the data in the PCN 19-24 data room. New border management border generated, new RVB parcels added, various agreements adjusted/added/removed. Revision 09-04-2018: Feedback from PPO is processed in the data where possible. All mooring facilities ZN checked and corrected where necessary. Pavements D2.13 re-generated. Final data room version TOGA PCN 19-24 (tender). Revision 28-03-2018: Dataroom version PCN 19-24, in this version a new cadastre dataset has been processed, the most current RVB data. New agreements and feedback have been processed and the format of the dataset has been adjusted to bring it in line with the other data in the BKN ZN plus database. Afpel and TOGA are now part of the BKN ZN plus database. Revision 07-12-2017: More feedback and BOPs processed, generically all roads removed from TOGA because of WHW Revision 06-11-2017: first feedback and BOPs processed Revision 01-09-2017: New cadastral data processed (dated 01-07-2017), new RVB data processed (dated 05-08-2017), adjustments following interviews and feedback from previous publication. Revision 06-11-2017: Added BMK agreements (previous version contained old boundary from BMK 1.5 contract), added edge management line (two meters bank on I&M property), updated large amount of RVB residual surfaces (drawing errors RVB) (residual space between agreements and in water crossing surfaces).
