Inventory of Federal Tax Expenditures

Description

Each year, an annex to the Ways and Means Budget is published under the name "Inventory of Exemptions, Deductions and Reductions that Influence State Revenues", abbreviated to "Inventory of Federal Tax Expenditures". The purpose of this Inventory is to inform Parliament about the budgetary cost of tax measures. In particular, these are derogations from the general tax system which aim to achieve certain objectives which could also be pursued through direct expenditure. The purpose of the Inventory is to increase budgetary transparency and to establish closer links between tax expenditures and direct expenditures. This inventory is an annex to the Federal Ways and Means Budget and is intended to inform Parliament of the cost of tax expenditures decided by the federal government. On the basis of this principle, it should not include "discounts, exemptions and reductions" granted or maintained by the Regions within the framework of their fiscal powers. Thus, there are no chapters in the Inventory relating to inheritance tax, withholding tax on immovable property or road tax. However, regionalised tax expenditure is maintained in the IPP chapter of the Inventory in order to give an overview for this tax for which there are both federal tax expenditure and regional tax expenditure (indicated by the column "LVL" ). The Inventory is based on the definition of the concept of "tax expenditure" initially proposed by the Supreme Council of Finance: "A lesser revenue resulting from tax incentives derived from a derogation from the general system of a specific tax in favour of certain taxpayers or certain economic, social, cultural activities, etc. and which could be replaced by a direct subsidy". All figures are given in millions of euros in the above-mentioned tables.The column "TYPE" indicates whether the tax measure is no longer applicable or whether it is part of the general scheme. The column "CAT" indicates the general category. The "MO" column refers to the type of deviation. All variables are described in more detail in the "META" tab. The inventory also provides details on the classification by budget item of provisions which have the character of tax expenditure (see summary tables). The classification by budget item corresponds to that used for direct expenditure. However, this classification remains indicative A more detailed description of the Inventory of Federal Tax Expenditures is available on the website of the House of Representatives (Doc 3646/002) and below. In particular, the introduction describes what is meant by "general system" by type of tax. It also contains details on the method of calculating the revenue loss that goes hand in hand with the tax expenditure. In addition, the Inventory contains a summary of the most important results as well as a detailed table.
