Municipal waste generation indicators at municipal level
Description
The data in question concern the annual production of municipal waste at municipal level since 2006 quantified through the percentage of separate collection (rd_perc) and the indicators total waste (RT), mixed municipal waste (RU) and separate collection (RD) expressed both in absolute terms (kilograms) and in relation to resident inhabitants (kg/inhabitant). The data were provided by the waste management consortia and formally approved each year with a specific measure. It should be noted that in this data set indicators are provided that over the years have undergone some changes due to a regulatory adjustment of the calculation method: Until 2016, the calculation method laid down in Regional Executive Decree No 43-435 of 10 July 2000, as amended, was used, from 2017 onwards the method laid down in Regional Executive Decree No 15-5870 of 3 November 2017, consistent with the national calculation method laid down in Ministerial Decree No 26/05/2016. In particular, until 2016 included (D.G.R. 43-435/2000) waste from bulky and recycled waste (between 40 and 60% of what was collected) and waste from multi-material separate collection (3% for glass/metal and plastic/metal collection, 7% for glass/plastic/metal collection and 20% for other multi-material collections) were also added in the UK. In RD, therefore, multimaterial, bulky waste and waste sent for recovery were counted net of waste percentages. From 2017 onwards, RD includes types of waste that were not previously counted, such as: domestic composting (provided that this activity is regulated by the municipality of reference, and with a maximum limit per capita of 120 kg), all waste assimilated to municipal waste (such as those produced by supermarkets, commercial activities and operators), construction and demolition waste of domestic origin (with a limit of 15 kg per capita), road sweeping waste sent for recovery, and finally minor selective collections such as, spent batteries, expired drugs, oils, paints and toner. In addition, all harvests are counted before waste.
It should be noted that in Piedmont waste management consortia can have a territorial extension that goes beyond the provincial limits. This is the case of the municipalities of Moncalvo (AT) belonging to the Consorzio Casalese Rifiuti di Alessandria, Mombaldone (AT) belonging to the Consorzio Servizi Rifiuti del Novese Tortonese Acquese e Ovadese di Alessandria, Moncucco Torinese (AT) belonging to the Consorzio Chierese per gli servizi della Città metropolitana di Torino, Villata (VC) belonging to the Consorzio di bacino Basso Novarese. For a correct analysis of the data at territorial level, two columns (‘prov_comune’ and ‘prov_consorzio’) have therefore been inserted in order to aggregate the data both by province of the municipality and by province of the consortium to which they belong.
