Historically, lifelong learning, as a concept and cultural approach, has been rooted in popular education, which has played a role in the cultural and social emancipation of workers since the 1920s. The multiplication and diversification of associations, as well as the amplification of their programmes, have led to a change in the types of recognition. Today, the sector is managed by a decree dating from 2003. Other associations not covered by a programme contract are also recognised by decree.
