Description
The Greater Paris Metropolis has drawn up its Territorial Coherence Scheme (SCoT) in accordance with its powers to develop metropolitan space, provided for in the MAPTAM Act of 27 January 2014 and the NOTRe Act of 7 August 2015. Approved on July 13, 2023, the SCoT of the Greater Paris Metropolis consists of several written and cartographic pieces that come to decline the territory project. As such, the Métropole has decided to combine the written components of its document, in particular through the Guidance and Objectives Document (DOO), with cartographic elements responding to the main challenges identified by residents and users (transport, environment, project areas, … risks).
The requirements of the Guidance and Objectives Document (DOO) meet the 12 priority guidelines of the Sustainable Development and Development Project (PADD), which have been partially reorganised to make the document easier to read. They are thus to be found in the separate chapters, but must be taken into account cumulatively. They are stated from the most general to the most particular. They relate first to existing spaces and then to projects.
The prescriptions of the DOO are accompanied by six maps that cover the entire territory of the Greater Paris Metropolis. They are entitled:
- Ensure balanced development in projects on metropolitan territory
- Forging links between territories
- Strengthen the place of nature and develop the green and blue frame
- Protecting and showcasing the great landscapes of the Greater Paris Metropolis
- Engage the metropolitan area in a strategy for energy transition, circular economy and waste reduction
- Controlling risks and combating environmental degradation
The DOO cards are prescriptive and read in conjunction with all the written prescriptions. The legend of these cards is consistent with the text of the DOO with which it links (see also the “concordance table” annexed to the DOO). These maps, which are not a representation of the plot, are intended to highlight metropolitan issues and are not intended to be exhaustive. Not all written prescriptions are mapped. The maps are designed on a scale of 1/80 000. The background plan is based on the 2017 Simplified Land Use Mode (SOM), which is the most recent version at the cut-off date of the SCoT.
The simplification of the legends of the MOS 11 posts is adapted to the choice of scale and is mainly broken down as follows:
- Hydrography: river, closed water
- Urban area: individual and collective habitats, activities, equipment
- Agricultural area: ploughed land, grassland, market gardening, orchards and nurseries
- Natural and wooded and artificialised open space: woods, forests, semi-natural environments and banks, urban green spaces, open spaces for sports, cemeteries, grassed surfaces. Only spaces with an area of more than 1 hectare are shown
- Port and airport right-of-way: Airports, multimodal port hubs
- Existing network: road and rail transport networks
The scale of the DOO maps, the use of symbolic figures and the compatibility report leave the Territories a margin of interpretation in the more precise delineation of these maps in the context of the PLUi, particularly in the light of the reality of the terrain.
