Industrial accidents 76 1967a2021 ARIA BARPI April2022

Description

Within the Ministry of Ecological Transition/Directorate-General for Risk Prevention, the Bureau of Analysis of Risks and Industrial Pollution (BARPI) is responsible for collecting, analysing and disseminating information and feedback on industrial and technological accidents. He runs a database dedicated to feedback on industrial accidents, ARIA (Analysis, Research and Accident Information). This database identifies incidents or accidents that have or could have affected public health or safety, agriculture, nature and the environment. The ARIA base does not have the ambition to be exhaustive. Only accidents/incidents/almost accidents that contribute to value feedback as a prevention and risk reduction tool are capitalised in ARIA. The database lists in particular events related to: — The activity of factories, workshops, depots, yards, quarries, farms... classified under the legislation relating to Classified Installations (IC); — The distribution and use of gas; — Transport of dangerous goods by rail, road, inland waterway or sea; — Pressure equipment; — Underground mines and storage; — Dikes and dams. Each incident or accident is described in detail. In particular, the following shall be provided: — The type of accident (transport of hazardous materials, classified installations, etc.), — The type of event (fire, prolonged discharge, explosion, etc.), — The materials involved (hydrocarbons, water, propane, mud, paper, etc.), — The nature of the equipment concerned (tank truck, tank, piping, boiler, etc.), — The hazard classes to which the incident/accident belongs under the CLP Regulation (e.g.: explosive type 1.1: explosion hazard by mass, or acute toxicity level 2: mortal), — The root and root causes of the event, its consequences, \- Its assessment with regard to the European scale of industrial accidents (which indicates its importance in relation to the quantities of material involved, the human, social, environmental and economic consequences). It offers online consultation of the national database and provides various information related to industrial accidentology: syntheses by type of accident cause, type of product, etc. * National CLP Regulatory Assistance Site: [https://clp-info.ineris.fr/sites/clp-info.gesreg.fr/files/documents/tableau_cl_fr.pdf](s) This site of INERIS (National Institute of the Industrial Environment and RISques, which reports to the Ministry of the Environment) is entirely dedicated to explaining the European regulation on classification, labelling and packaging known as “CLP” (Classification, Labelling and Packaging). It provides, among other things, a summary of the abbreviations used in hazard classification with their meaning, by class (e.g.: explosives, Reproductive Toxicity, CANCEROGENICITY). *Georisk site: This website of the Ministry of Ecological Transition, managed by the Bureau of Geological and Mining Research (BRGM, French national geological service) offers data and information on natural and industrial hazards. In particular, you can view and download the list of classified installations, in.csv and.json formats. * Site of INERIS: The site of INERIS (National Institute of the Industrial Environment and Risks), a public industrial and commercial institution under the supervision of the Ministry of Ecological Transition, offers information relating to industrial risks and in particular the OMEGA reports, which deal in particular with risk analysis, physical phenomena involved in accidental situations (fire, explosion, BLEVE...) or the control of accident risks.
