Primitive budgets since 2018
Description
The primary [budget ](https://www.normandie.fr/budget-et-evaluation-des-policies-publiques) is voted annually in [plenary assembly](https://www.normandie.fr/assemblee-pleniere) by the Regional Council (102 councillors from the 5 Norman departments - Calvados, Eure, Manche, Orne, Seine-Maritime). It is the forecast of expenditure and revenue for the year. It is necessarily balanced and constitutes authorization for execution.
Each primitive budget takes the form of a flow [XML ](https://en.wikipedia.org/wiki/Extensible_Markup_Language) which groups together the primitive budget data from our software package. Each budget is monitored by the Prefecture to ensure compliance with the rules applicable to the preparation, adoption and implementation of community budgets.
The financial nomenclature applied to the regions is M57 (prior to 2021: M71).
