Roubaix Citizen Initiative (CIP) Project

Description

The Project of Citizens’ Initiative (PIC) is a regional scheme made up of a fund co-financed by the City of Roubaix, which aims to support and stimulate participatory and civic dynamics in the priority areas of the city’s policy. This mechanism gives the people of these territories the means to mobilise and promote citizenship by facilitating the realisation of micro-projects led by groups of inhabitants or local associations, in accordance with flexible and rapid financing arrangements. In line with the territorial dynamics promoted by the [Inhabitants Participation Fund (FPH)](https://opendata.roubaix.fr/explore/dataset/fonds-de-participation-des-habitants-fph-2010-2014/information/) since 1994 in Roubaix, the ICP was launched on 1 January 2017 with ten new themes for action; keeping citizen participation as a foundation. Thus, the fund is allocated to the five sectors of Roubaix, defined by the perimeters of the town halls of neighborhoods, each of which are endowed with an allocation committee made up of elected volunteers who deliberate on the applications and financial aid allocated to the proposed microprojects. This scheme is part of the objectives defined in the City Contracts 2015-2022. In accordance with its internal rules and contractual policies, the local management of this system is entrusted to a dedicated associative operator, called the “management association”, who receives the grants constituting the fund. The institutional funders of the PIC represented by their elected representatives and their technicians, the managers of the managing association and the volunteers of the award committees make up the Monitoring and Evaluation Commission, the governance body that evaluates the scheme, decides on its broad guidelines and its rules of procedure. Since 2020 the State also participates in the financing of the scheme. The managing association is responsible for managing the ICP with funders and volunteer members of the ICP bodies. It shall in particular ensure the administrative and financial management and monitoring of the implementation of the budget, the balance sheet of which it provides at the end of the financial year. Draw up cheques to associations or groups of inhabitants carrying microprojects; following the decisions of the award committees.
