Roubaix Inhabitants Participation Fund (FPH)

Description

The Fonds de Participation deshabitants (FPH) comes from the desire of associations and inhabitants of the North – Pas de Calais to use flexible and rapid financing modalities to enable the realisation of micro-projects in priority areas of the City Policy. Institutionalised with the State Plan Contract – Region 1989-1994, the HPFs have been integrated into regional contractual policies co-financed by the City of Roubaix on its territory since 1994 with the objectives of: * encourage the taking of initiatives by groups of inhabitants, whether or not constituted in association; * strengthen exchanges between inhabitants; * promote the individual and collective capacities of the inhabitants to organise themselves, set up projects and argue them; * promote the implementation of one-off projects of inhabitants having an impact on the neighbourhood, and not financed by existing procedures; * develop animation and solidarity; * improve the living environment; * enable a better appropriation by the population of citizen values. The distinction between the HPFs reserved for associations and those reserved for inhabitants has been abandoned at the regional level in the framework of the Urban Contracts for Social Cohesion 2007-2014. Combined, the HPF has become the HPF. Locally refocused on five allocation committees composed of volunteer inhabitants, each operating on the scale of town halls of neighborhoods, the renewed system was tested at the end of 2009 and confirmed from 2010 with success. Led to the population by the City of Roubaix, the FPH was governed by a dedicated association, responsible to institutional funders, volunteers and residents for its financial and administrative management.
