Evaluation Climate of the Community Budget – Overview
Description
**A set of data to analyse the community’s budget under the climate prism, based on a shared methodology for assessing the budgets of local and regional authorities.**
The climate assessment approach of the City of Paris is based on a [**methodology carried out by the Institute of Economics for Climate (I4CE)**](https://www.i4ce.org/projet/evaluation-climat-des-budgets-des-collectivites-territoriales/). It categorises the community’s operating and investment expenditures based on their positive, unfavourable, neutral or indefinite impact on greenhouse gas (GHG) mitigation.
Launched for the first time in 2020 on the 2019 Administrative Account (CA), the climate assessment has since been renewed every year. The results are published annually on Paris.fr in the [** Financial Report of the CA of the year N-1**](https://www.paris.fr/pages/budget-de-la-ville-de-paris-2529).
The AC 2022 climate assessment was carried out on a scope of analysis of EUR 7165 million, including so-called “operational” expenditure amounting to EUR 4621 million and staff expenditure amounting to EUR 2,544 million, integrated into the year for the first time this year in order to enrich the analysis of the City’s expenditure. Order or strictly financial expenditure and expenditure of small amounts not directly related to activities impacting GHG emissions remain excluded from the scope of analysis.
The results obtained in 2022 confirm the trends observed in previous years:
* A high proportion of “neutral” spending in terms of mitigating greenhouse gas emissions (65.2 %);
* A continuous reduction in the share of expenditure whose impact remains “undefined”, from 17.2 % in 2020 to 13.9 % in 2021, and 5.3 % in 2022.
The progress made in classifying the impact of expenditure as well as the addition in 2022 of the impact of the payroll to the scope assessed affected the distribution of expenditure classified as “favourable” as well as those classified as “unfavourable” which were reduced for the former (-2.9 %) and significantly increased for the latter (+ 4.6 %).
