Description

The Staff Status is an annex to the models used for the regulatory presentation of the initial budget and the administrative account. This annex is laid down in the budgetary and accounting instructions M14 for the Commune and M52 for the Department. It lists all the jobs of the community (municipality or department), existing or newly created, and corresponding to the budgets voted or recorded. Although the regulations only require the table of jobs to be updated once a year, at the time of the budget vote, a community must be able to refer to an up-to-date table throughout the year, depending on the different creations, deletions or modifications of jobs. Each update must be dated and kept. It may be appended to each deliberation creating, deleting or modifying a post, or it may simply be modified without adoption by the deliberative body. The presentation of documents has been improved over the course of the budgets and some clarifications have been made: switching from an FTE to an FTE account (see definitions below) as from the 2013 AC, detailing between full-time and incomplete budget staffing; and between staff members and non-staff members for the number of staff employed; from the 2012 CA, presence of Title IV staff. The budget and staffing of non-permanent staff are included in the data from the 2013 CA onwards. COLLECTIVITE | Commune or Department. EFFECTIVES PROVIDED ON FTE BUDGETARY JOBS (as at 31 December of year N) NON-HOLDER STAFF | Count of the actual number of staff in active employment of non-permanent staff in annual full-time equivalent worked (FTE).
