Description
**Permanent non-permanent staff:**
In a broad sense, the term ‘non-holder’, like the term ‘contractor’, may refer to any public official who does not have the status of holder (or official). In a more restrictive sense, the term ‘non-holder’ generally refers to staff who are neither holders, nor childminders, nor beneficiaries of supported employment (which is governed by private law). The terms ‘non-owner’ and ‘contractor’ are generally regarded as equivalent.
Permanent non-permanent staff are those who carry out a normal and usual activity of the administration. They can be used:
\- Full-time: 35 hours/week.
\- Incomplete/incomplete time: less than 35 hours/week.
Attention in this case the notion of non-full time should not be confused with the notion of part-time which corresponds to an adjustment of working time resulting from the request of the person who occupies a full-time job.
