This dataset presents the number of housing loans Hauts-de-Seine (formerly housing loans 92) distributed by municipality of establishment of the acquired housing.
The departmental housing loan at zero rate is aimed at households in Alto-Sequanese and aims to promote homeownership for first-time buyers. It allows, under certain conditions, the acquisition of housing by tenants of the social park or the private park. This makes it possible to free up HLM housing that is then quickly reallocated.
**The Hauts-de-Seine housing loan scheme was repealed by resolution of the departmental assembly of 11 December 2015. The last loan was distributed in June 2018.**

Housing loan Hauts-de-Seine
This is a "0% loan" distributed by partner banks and whose interest is paid by the Department to the partner bank. It is intended for families residing in the Hauts-de-Seine tenants of the private park, all tenants of the social park, agents employed by the Department, and finally households with the care of a disabled person. It is granted on a means-tested basis. The concept of "distribution" of loans is as follows: it is the payment to the partner bank of the first of the five repayment fractions of the interest linked to the accessor's loan. According to the agreements in force between the Department and the banking institutions, this payment takes place on average 120 days after the start of the loan, i.e. the payment of funds. With respect to off-plan new housing acquisitions, there may be a significant time lag (often longer than two years) between the time of signing the loan agreement (issuance of the housing loan by the bank) and the actual distribution of funds by the Department.
**Special comments**
The data presented illustrate the territorial distribution of the Department's action in the area of social assistance for homeownership. It is not a data that makes it possible to comprehend exhaustively the evolution of the volume of modest households accessing property. Indeed, the conditions for granting this loan mean that it does not cover all entrants (households from other departments for example). The low number of loans for 2006 is explained by the characteristics of the system that was reserved at the time for households renting the social park.
