Equalization is a redistribution mechanism that aims to reduce wealth gaps, and therefore inequalities, between different local authorities. The constitutional revision of 28 March 2003 established it as an objective of constitutional value, since "the law now provides for equalization schemes designed to promote equality between local and regional authorities" (Article 72-2).
