Description
The Lamy law of programming for the city and urban cohesion of 21 February 2014 identified the list of Priority Quarters of the City (QPV). This law is part of urban cohesion policy, which aims in particular to reduce inequalities in disadvantaged neighbourhoods.
It is run by the State and its services; Caisse des Dépôts (Banque des Dépôts) is the operator who carries this program in engineering, lending and investment.
The dataset lists all QPVs updated in January 2023. They are spread over the entire French territory (Metropolitan France + Overseas Departments and Regions).
The geographical division of the municipalities is the one in force on 1 January 2023. The Public Establishments of Intercommunal Cooperation (EPCI) concern groups of municipalities with specific taxation on 1 January 2023.
A priority area of the city’s politics can be located in several municipalities so belong to several EPCIs (maximum 2 in fact). The EPCI 2023 of the metropolis of Greater Paris (200054781) is replaced by its subdivisions, the Établissements Publics Territoriaux (EPT) and the commune of Paris.
Due to the evolution of certain territorial boundaries (merger or dissolution of EPCI, creation of new municipalities), the contours of the communal or EPCI encompassing areas may differ from the previous vintage. The variables fusion_com_22-23 and fusion_epci_22-23 indicate whether the communal encompassing area or EPCI has undergone changes compared to the previous vintage. The variables list_com_modif_22-23 and list_epci_modif_22-23 specify the commune(s) and EPCI(s) of the encompassing area that has undergone changes.
