List of winners “Sustainable City Demonstrators” – France 2030
Description
In the context of France 2030 and the 4th Future Investment Programme (PIA), the Ministry of Housing, the Ministry of Cohesion of Territories and Relations with Local and Regional Authorities, the General Secretariat for Investment and the Banque des Territories, in partnership with the National Agency for Urban Renewal (ANRU) for projects located in the priority areas of urban renewal policy, launched in May 2021 the call for expression of interest (AMI) “Demonstrators of the sustainable city”, with EUR 305 million.
Its objective is to identify territorial projects providing **responses to the four challenges of the sustainable city: resilience, inclusion, sobriety and urban productivity.** ****
In the context of France 2030 and more specifically of the “Habiter la France de Tomorrow” approach, the AMI “Demonstrators of the Sustainable City” intends to participate in the economic recovery of the country, promote the emergence of sober, resilient, inclusive and productive cities, and thus accelerate the ecological transition. Specifically, this MAI aims to **create**** a national network of demonstrators**, at the scale of islets or neighbourhoods, illustrating the diversity of the ecological and social transition issues of French territories.
It is certainly a question of financing projects but also of:
• ** accompany the project promoters and their ecosystems as actors in the definition and realisation of their demonstrator;
• **support** the emergence of innovative tools and methods, including digital ones, enabling a sustainable transformation of urban spaces design, realisation and management;
• **promoting the emergence of innovations and economic actors capable of creating value in France and internationally, the sustainable city constituting a considerable field of experimentation and a potential market.
The Bank of Territories is piloting this Call for Expression of Interest (AMI) which has been implemented in three waves. The 9 winners of the first wave were announced on 10 January 2022 and the 30 winners of the second wave were announced on 18 March 2022 by the government.
The 39 winning projects of the two waves illustrate the diversity of urban territories and contexts – metropolises, small towns and rural towns, peri-urban municipalities, priority areas of the city’s policy – and contain technological innovations as well as innovations in uses or processes, on buildings, public spaces or networks.
A third wave of selection will be launched by early 2023, in the light of the lessons learned from the work carried out by the first laureates to complete the network of urban demonstrators.
What is a sustainable city demonstrator?
A sustainable city demonstrator is an integrated, transformative project with a high level of social and environmental ambition mobilising innovative solutions (technical, technological, process...).
It must meet three criteria:
• be led by a community and a consortium bringing together all the actors concerned: industrialists, associations, researchers, academics, etc.;
• be carried out as part of a transformation operation at the scale of an islet, group of islets or district registered in a development operation;
• be replicable in other territories.
The call for expressions of interest (AMI) “Demonstrators of the sustainable city” aims to create a national network of demonstrators, at the scale of islets or neighbourhoods, illustrating the diversity of the issues of ecological transition and sustainable development of French urban spaces.
The winners benefit from the support of the Banque des Territoires, from the incubation period until they reach maturity. ****

****Project Incubator Assistance**
The winners benefit from an incubation period ranging from 24 to 36 months maximum financially and technically supported by the State through the intervention of the Banque des Territoires. They receive up to EUR 500000 grant for engineering and study funding. The winners also benefit from networking and expert advice to carry out the actions necessary for the development of their project.
**Post-incubation support**
When matured, each demonstrator will be eligible for financial support of up to EUR 10 million (including incubation) for a period of 10 years. Special attention will be paid to actions with a sustainable, replicable economic model and the approach of evaluating implemented innovations
