[In connection with this dataset, a dashboard to view scores by Region, Department and Commune.](https://opendata.caissedesdepots.fr/pages/db_inclusionfinanciere_maj/) The Observatory of Financial Inclusion is an initiative of the Research Chair in Digital Finance, in partnership with La Caisse des Dépôts, Cartes Bancaires CB, and at the initiative of Télécom Paris.
This observatory aims to define and monitor financial inclusion in the territories.
Financial inclusion means that the public has access to a range of appropriate financial services.
It is linked to banking equipment such as banking agencies, ATMs, post offices and businesses equipped with TPEs that provide agency advice, cash withdrawals and point-of-sale payments.
The measure of inclusion will take into account the possibility of physical or non-physical access to the service and also the greater or lesser ease of such access. On this basis, a financial inclusion score is calculated for each department measuring accessibility to banking services for the population, distinguishing between banking services, cash withdrawals and point-of-sale payments.
In the attached dataset, 8 DIFFERENT SCORES are available for all regions.
— The 1st score (dep_banking_score) measures financial inclusion in relation to banking services;
— The second score (dep_withdrawal_score) concerns access to cash withdrawals (GAB and agencies);
\- The third score (dep_payments_durations_score) relates to access to points of sale – merchants equipped with at least one TPE or vending machines;
\- the last score (dep_global_score) is calculated on the basis of all services (banking services, cash withdrawals and points of sale).
The scores are or are not weighted by the population of the municipality.
Those that are unweighted are indicated by **_none.** The population-weighted scores of the municipality in question are indicated by **_pmun;** this consideration of the population allows to give a qualitative dimension to the indicator via implicitly an ease of access to equipment according to the related population density.
The scores at the department level are calculated on the basis of the scores at the communal grid, making a weighted average of the scores of the municipalities composing the department.
