COVID-19 exceptional measures: carryovers of contributions Urssaf (IT), by department x major sector

Description

Data by department and major sector of activity on the carryovers of contributions of self-employed workers under the exceptional Urssaf measures linked to the COVID-19 crisis (dues of 20 March and 5 and 20 of April, May, June, July and August). In order to take into account the impact of the coronavirus outbreak on economic activity, the Urssaf network triggered exceptional measures to support companies with serious cash flow difficulties. For the self-employed, the deadlines between 20 March and 20 August have not been deducted. The related contribution amounts have been carried forward for smoothing over subsequent deadlines. Self-employed carry-overs are calculated on the basis of the projected income themselves based on 2018 income and then 2019 as soon as these are known. The deadlines set for the resumption of the recovery of contributions in September 2020 include a 50 % reduction in order to keep from the decline in activity linked to the COVID-19 crisis. This reduction is not taken into account here. Indeed, since IT is counted each month due, the selection of a period covering more than one month leads to counting the same IT several times. Methodological clarifications: * the sector of activity “nca _not elsewhere_” includes the agricultural sector (AZ) for the general scheme (most of the AZ sector falls under the agricultural system, out of field here), extraterritorial activities (UZ), unknown activities, as well as data not respecting statistical confidentiality at department x large sector level. * The department and regions “_not elsewhere_” concern IT located in overseas or overseas communities, or those (very rare) for which location information is missing. * a “calage” category (with codes of regions and departments at “___” and “_calage_”) allows for the recalation of sectoral data altered by the treatment of statistical confidentiality to national levels.
