INSPIRE - Urban renewal in Wallonia (BE)

Description

This dataset covers urban areas where urban renewal operations are carried out in INSPIRE compliant format This compliant data is part of the Supplementary Regulation feature concept, i.e. any spatial object (point, line, polygon) of a spatial planning document that contains additional information and/or limitations on land/water use, necessary for spatial planning reasons or to formalise external rules defined in legislation. Urban renewal has existed in the Walloon Region since the early 1970s. It is an operation with the ambition of trying to provide a response to degraded urban situations, both from an urban planning and socio-economic point of view. It can occur in diverse contexts and depending on the degree of degradation. Generally, the operation aims to revitalise the declining district through a comprehensive urban planning project bringing together, in an overall vision, several interventions concerning both buildings and public spaces. Most often, the operation takes place over several years. For the most problematic neighbourhoods, the Walloon Region has defined the Preferred Initiative Areas (PIAs), where the operation also includes a social approach and where the subsidy rate is increased. Urban renewal is governed by Article 173 of the CWATUPE. It is supplemented by the provisions of the Order of the Walloon Government of 28 February 2013 on the granting by the Walloon Region of subsidies for the implementation of urban renewal operations (M.B. 02.04.2013). Urban renewal is a municipal initiative which consists of: - Restructure, rehabilitate or rehabilitate a perimeter; - Improve or maintain existing habitat (by promoting the maintenance or development of the local population); - Strengthen socio-economic and cultural dynamics; - Respect the cultural and architectural characteristics of the neighbourhood; - Be part of a global perspective of spatial planning Each district affected by urban renewal is uniquely identified. An Access database contains administrative information from the files. A hyperlink included as an attribute of each zone refers to an application allowing to have additional information on the zone in question.
