INSPIRE - Weekend residential parks (PRWE) in Wallonia (BE)

Description

This series of spatial data layers compile the information Weekend residential parks (PRWE) part of the INSPIRE theme "Soil use" and covering the Walloon territory. The European Directive 2007/2/EC - INSPIRE Directive - establishes an infrastructure for spatial information in the European Community. INSPIRE applies to 34 thematic areas divided into 3 Annexes. This series includes the spatial data layers referring to land use (Annex 3.4). Within the meaning of the Directive, the theme "land use" covers "territories characterised by their intended functional dimension or their current and future socio-economic object (e.g. residential, industrial, commercial, agricultural, forestry, recreational)". The weekend residential park is defined by the CWATUP (art.144) as "a set of plots included in a subdivision intended to receive weekend residences", which are fixed or mobile shelters of a maximum of 60 square meters of gross floor area (caravan, housing trailer, chalet, bungalow, pavilion, etc.). As opposed to purely recreational facilities (attraction parks, fishing ponds, swimming pools, etc.), PRWEs are tourist facilities with a stay function. A person may be a permanent resident (and may or may not be domiciled there). the requirements for a planning or development permit for tourist equipment apply to residential parks. A PRWE may be established in an area of rural habitat, communal development (reserve areas) or recreation that has been the subject of a BCP in force or an RUE approved by the GW (CWATUPE - Art.140). In a habitat area, permission will only be granted provided that the primary destination of the area is not jeopardized and that the equipment is compatible with the vicinity. The park may under no circumstances be located in a classified site, or in an unsanitary or floodable place (CWATUPE - Art.145). The mapped weekend residential parks correspond to the known, approved and unexpired files submitted to the Regional Administration. They meet the criteria successively defined by the ministerial circular of 14/05/1971 and the royal decrees of 29/10/1973 and 27/12/1976. Each weekend residential park is uniquely identified. An Access database contains administrative information from the files. A hypertext link included as an attribute of each entity refers to an application allowing to have additional information on the park in question.
