INSPIRE - Urban land consolidation zones (PRU) in Wallonia (BE)

Description

This data layer locates the perimeters of urban consolidation in the Walloon Region in INSPIRE-compliant format. This compliant data is part of the Supplementary Regulation feature concept, i.e. any spatial object (point, line, polygon) of a spatial planning document that contains additional information and/or limitations on land/water use, necessary for spatial planning reasons or to formalise external rules defined in legislation. The Urban Consolidation Perimeter (PRU) is an urban planning procedure introduced by the Walloon Government in the Declaration of Regional Policy (decree of 1 June 2006) and aimed at revitalising cities. Its purpose is to determine a perimeter, i.e. the contour of a geographical area likely to see an urban planning project carried out. In this context, and as defined by the CWATUPE (Article 127, paragraph 1, 8°), the PRU refers to "any urban planning project for the requalification and development of urban functions [i.e. any function that can be established in a residential area] that requires the creation, modification, enlargement, removal or overhang of roads on the ground and public escapes". The purpose of the Urban Reparcelling Perimeter procedure is to simplify administrative procedures: — boundary changes between public and private land, including the creation of new roads; — the non-binding aspect of the allocation, zoning and size requirements of a BCP, sector plan, UCR, etc. within the limits of the SRP; — reparcelling or dividing parcels to reclassify a site that has been abandoned or is in difficulty within an urban structure. This perimeter is adopted by the Government, on its own initiative or on the proposal of the municipality or the delegated official and after mandatory public inquiry, opinion of the CCAT and the Communal College. The planning project in a SRP must, in any case, be the subject of a planning permit or single permits that require an impact assessment. In a SRP, planning permissions can no longer be issued by the municipality: they are processed by the delegated official of the Walloon Region (the so-called "public" permit procedure). The perimeter of urban consolidation of the site of the former Leopold Barracks in Namur and the conversion of the Droixhe district in Liège can be cited as an example of a PRU. Each SRP is uniquely identified. An Access database contains administrative information from the files. A hyperlink included as an attribute of each entity refers to an application allowing to have additional information on the perimeter in question.
