Public Schools of Madrid: studies on schoolyards

Description

The study of the opening of schoolyards for neighborhood use outside school hours requires starting from a study of the physical characteristics of the 250 schools of preschool and primary education (CEIP). This study analyzes their facilities and limitations, in view of the objective pursued, which is the neighborhood use of these spaces, without affecting the use that is their own, and for which they are initially designed, and, in any case, subject to the provisions of Decree 11/2018, of 6 March, of the Governing Council, which regulates the regime of use of the buildings and facilities of non-university public educational centers in the Community of Madrid. All public early childhood and primary education centers, both municipally owned and in the Community of Madrid, have been analyzed. Three categories are defined to classify schools according to the conditions of their yards: Category I, Category II and Category III Category I The Category I patios are those that have been considered suitable to host the Open patios program. Category I schools meet the following conditions: - They have an access to the independent courtyard from the street, that is, it is possible to access the courtyard without entering the school building. - They have bathrooms with independent access to the school, that is, to access the bathrooms from the patio you do not enter the school building. - The courtyards are accessible in one part that is, they have an accessible route throughout the courtyard space considered useful for the activities of Open Courtyards. - The patios have good conditions of use. - They have a strategic location in the district neighborhoods. In some cases, centers have been chosen as Category I because they were the only ones in the district that met the minimum conditions of accessibility and toilets, although they are not excessively large or varied courtyards, nor are they located in a strategic position with respect to the district. Category II The Category II patios are those that, meeting minimum accessibility conditions have been considered adaptable to incorporate the Open Patios program, but less suitable than the Category I centers The Category II centers meet the following conditions: - They have an access to the independent courtyard from the street, that is, it is possible to access the courtyard without entering the school building. - They have bathrooms with independent access from the courtyard to the school, that is, to access the bathrooms in the school building is not entered. - The courtyards are accessible from the street, that is, they have an accessible route throughout the courtyard space considered useful for the activities of Open Courtyards. Category III Category III schools are those that do not comply with any of the three conditions of category II. From the basic principles of transparency in public administration, these data are elaborated and exposed taking into account the ease of access, simplicity, reuse of information.
