Employed persons:
‘Employment is presented as the average size of the respective reporting period, on the one hand, according to the domestic concept (workers employed at the place of work). All persons who have their place of residence and work in the respective territory, plus persons residing outside that territory, who reach their place of work as commuters to that region. On the other hand, proof is carried out according to the national concept (professional worker at the place of residence). It covers all persons who have their place of residence and work in the respective territory, but also those who live in this area but who, as commuters, have their place of work in other regions. All persons engaged in an activity aimed at gaining employment shall be counted on employed persons irrespective of the duration of the working time actually worked or to be carried out in accordance with the contract. In order to be classified as employed, it is irrelevant whether the predominant subsistence is denied from this activity. In the case of several activities, the worker is counted only once (personnel concept). The predominant activity is decisive for the position in the profession or by economic activities. Employees do not include persons as administrators of their private assets (e.g. real estate, financial assets, securities).
This definition is based on the standards established by the International Labour Organisation (ILO), which have also been incorporated into the European System of National Accounts (ESA) 2010.
According to the employment concept, both part-time and marginal employees are fully counted. Since both subgroups have a stronger development dynamic than the full-time workforce, it is possible to determine the actual work volume of all employment groups even more precise development analyses and regional comparisons of economic power.
According to the position in the profession, a distinction is made between workers and self-employed persons (including their helping family members). The latter can be calculated as a difference between workers as a whole and workers.
