Financial contributions for the realisation of public facilities and facilities of the Concerted Development Zones (ZAC) on Rennes Métropole
Description
This layer of polygons identifies the areas targeted by a financial contribution for the realisation of public facilities and facilities of the Concerted Planning Areas (ZAC) on Rennes Métropole. This financial contribution excludes the Inter-municipal Planning Tax from this scope where it exists. Therefore, once the ZAC concerned is abolished or closed, an adjustment tax (TA) of 1 % is substituted until a new deliberation is taken by the local authority.
Definition of a ZAC: A concerted development area is "an area within which a public authority or a public establishment with a view to it decides to intervene in order to carry out or cause to be carried out the development and equipment of the land, in particular those which that community or establishment has acquired or will acquire with a view to assigning it or subsequently granting it to public or private users. The perimeter and programme of the concerted development area shall be approved by deliberation of the municipal council or of the deliberative body of the public institution of inter-municipal cooperation. However, the Prefect shall, after consulting the municipal council of the municipality(s) concerned or the competent public institution of inter-municipal cooperation, set up concerted development areas at the initiative of the State, the regions, the departments or their public establishments and concessionaires and concerted development areas situated, in whole or in part, within a perimeter of operation of national interest. The same concerted development area may be created on several territorially distinct locations”.
