Pedestrian crossings on Rennes Métropole

Description

This layer of points locates pedestrian crossings on the territory of Rennes Métropole and aims to facilitate the monitoring of the compliance work of crossings. The qualification of the database is currently not exhaustive on metropolitan territory. It will be done over the water through field surveys. Definition of Data Layer Attributes: => general data: \- author_rel: author of the statement \- date_relev: date of entry of item \- photo: photo of the pedestrian crossing \- comment: business commentary \- signal_lum: presence of light-signalling => visibility window; \- conform_vis: crossing conformity (compliant/non-compliant) \- vis_mob: presence of annoying furniture \- vis_veg: annoying vegetation \- vis_sta: annoying parking presence \- date_tvx_vis: date of compliance work => accessibility component: \- conformite_pmr: conformity of the crossing \- lowering: presence of a low \- Bev: presence of bands to assist with vigilance \- Bao: presence of guidance band surveyed 2013/14 \- date_tvx_acess: date of compliance work The “disability” law no. 2005-102 of 11 February 2005 reinforced the obligations to make roads and public spaces accessible. Its Decree No 2006-1658 of 21 December 2006 provides, inter alia, for the identification of pedestrian crossings and safety equipment for blind and visually impaired persons, the detection of obstacles and equipment on the paths, the better readability of signage and information systems. Law LOM (Law No. 2019-1428 of 24/12/2019) introduced the obligation to neutralise motorised parking spaces and visibility masks 5 meters upstream of pedestrian crossings, in order to ensure the safety of pedestrian paths. Neutralisation distances must now be respected depending on the configurations (5 m being the minimum legal value), so that the pedestrian preparing to cross can be seen by an approaching vehicle. Visibility can be reduced by the presence of vehicles parked upstream of the pedestrian crossing, by urban furniture (glassbox, signage...) or by high vegetation. The LOM law provides for the removal of these masks of visibility during the construction, rehabilitation and repair of pavements, and by 31 December 2026 at the latest." (Article 52)
