This layer of polygons identifies the perimeters of participation for roads and networks (PVR) on Rennes Métropole.
Participation for Roads and Networks (PVR) is a financial tool allowing communities to finance public infrastructure works caused by the installation of new constructions. It supports communities in the context of their medium-term urbanisation objectives.It is introduced on an ad hoc basis to immediately satisfy the request for a building permit or on the occasion of an isolated construction project in the municipality.
Pursuant to Article L. 332-11-1 of the Urban Planning Code, participation for roads and networks (PVR) is established in two stages. It is established throughout the municipal territory by deliberation of general scope and, subsequently, by a deliberation specific to each road requiring work.In view of the repeal of the PVR on 1 January 2015 by Article 28 I.B. 5 of Law No 2010-1658 of 29 December 2010 on amending finances for 2010, it is no longer possible to take further deliberations specific to each track after that date, on the basis of a general deliberation establishing the PVR before that date.
On the other hand, track-specific deliberations, taken before January 1, 2015, will continue to have effect for planning authorisations and declarations filed after that date, in order to ensure taxpayers’ equality in the face of public charges.
