Right of Pre-emption (DP) on Rennes Métropole

Description

This layer of polygons identifies the perimeters in which a pre-emption right (DP) is exercised on Rennes Métropole. The Urban Preemption Right (DPU) is a procedure that allows a public person to acquire as a priority, in certain areas previously defined by him, real estate offered for sale by a natural person (an individual) or legal entity (company), to carry out urban development operations. The owner of the property is not then free to sell his property to the purchaser of his choice and under the conditions he wishes. This right may occur only in areas previously defined by an administrative act, which at the same time designates the rightholder. The most common is the urban pre-emption right (DPU) that the municipality can exercise over all or part of its territory. The following types of pre-emption rights are identified (see “TYPEDP” attribute): \- Enhanced urban pre-emption rights * \- Simple urban pre-emption rights * \- Pre-emption rights on artisanal, commercial, or commercial leases \- Rights of pre-emption on sensitive natural spaces (ENS) \- Pre-emption rights on water catchment perimeters * The urban pre-emption right offers the possibility for a local authority, within a predefined perimeter, to replace the potential purchaser of a property offered for sale, in order to carry out a development operation. The right of urban pre-emption (DPU) allows to its holder to acquire real property in the process of disposal as a matter of priority. It is a means of acquisition, in the same way as the right of pre-emption in the ZADs (see specific sheet). This data is derived from the information collected from the municipalities and services of Rennes Métropole, in the current state of knowledge and from the data managers (DP-ens and DP-captage), in the current state of knowledge. This layer contains archived data. They are identifiable via the field named “archive” entered by “true”.
