City Hall Information Files and minutes of the inter-municipal technical committees relating to the digital terrestrial development of Nantes Métropole
Description
City Hall Information Files (DIM) offering the possibility to evaluate and understand the projects of implementation or modification of the relay antennas of mobile telephony operators of Nantes Métropole.

Telecommunications operators must make available to the mayor or the president of the inter-municipal authority concerned an information file 1 month before the submission of the application for planning authorisation for new installations and 1 month before the start of works for substantial changes requiring a new request for agreement or opinion from the Agence Nationale des Fréquences [**(ANFR)**](https://www.anfr.fr/accueil).
The content of this file, which forms the basis of local information, is defined in the [**Order of 12 October 2016**](https://www.legifrance.gouv.fr/loda/id/JORFTEXT000033241561) on the content and methods of transmission of information files and files establishing the state of play of radio installations subject to the opinion or agreement of the National Frequency Agency.
For the operation of a new radio installation, within 8 days of receipt of this information file, the mayor or the president of the inter-municipal authority may ask the operator to send him a simulation of the exposure to electromagnetic fields generated by the installation in question. This simulation shall be drawn up in accordance with [**national guidelines published by ANFR**](https://www.radiofrequences.gouv.fr/IMG/pdf/2015-12-23_lignes_directrices_simulations_exposition.pdf).
This dataset lists all the mobile phone relay antenna projects of the last three years, in all 24 member municipalities of Nantes Métropole, as well as the reports of the assessments made during the **inter-municipal technical committees (CTIs)** associated with each project.
These projects, formalised by **Town Hall Information Files** (DIM)(1), communicated to the municipalities, propose to acquaint themselves with the nature of the installations through various elements such as the address of the installation, the schedule of works, the planned date of commissioning, the technical characteristics of the installation (number of antennas, frequencies used, transmitting power, etc.), as well as photos-assembly before and after the installation.
The inter-municipal technical committees (**CTI** ), _consultative_ bodies, specific to Nantes Métropole, are responsible for ** assessing their compliance** with the [**CHARTE RELATING TO THE HERTZIEN DIGITAL IMPROVEMENT OF METROPOLE NANTES**](https://metropole.nantes.fr/files/pdf/numerique-innovation/Charter%20am%C3%A9nagement%20num%C3%A9rique/Charte_amenagement_territoire_BAT2-1.pdf) , in consultation with telecommunications operators and representatives of the member municipalities.
**In the case of an assessment of compliance with the aforementioned charter, the operator is _authorised_ to file a Prior Declaration or Building Permit _without this APPRECIATION of COMPLIANCE with the Charter prejudging the administrative decision issued by the services of the competent municipality_ , which refer to each planning permission under the [Code de l’Urbanisme](https://www.legifrance.gouv.fr/codes/id/LEGIARTI000037799137/2018-12-13) and the [Plan Local d’Urbanisme Métropolitain](https://metropole.nantes.fr/lump) in force.
