The Sensitive Natural Spaces in Haute-Garonne

Description

The department of Haute-Garonne is home to a mosaic of natural environments promoting the presence of many common fauna and floristic species, remarkable or even protected. Despite the recognition of this natural heritage and associated ecological services, socio-economic changes (urbanisation, agricultural outgrowth) and global developments (climate change) lead to a degradation of the quality of the habitats and ultimately a significant erosion of biodiversity. Thus, faced with these environmental issues, the Departmental Council wanted to become more involved by developing a policy of preservation and enhancement of Sensitive Natural Spaces. **** **Policy Sensitive Natural Spaces in Haute-Garonne** By deliberation of 28 January 2016, the Departmental Assembly defined the ENS on its territory as sites of strong interest for biodiversity (remarkable spaces) and/or biological function (ordinary nature) as well as a proven fragility, all coupled with potential for intervention and openness to the public. All the spaces meeting this definition are organised within a departmental network whose objectives are to preserve biodiversity and the functionality of the sites through the implementation of measures to manage and enhance the natural resources of the Haut-Garon region through awareness-raising and environmental education. A departmental scheme of the NSS has been drawn up on the basis of an inventory of the natural and landscape wealth of the territory. The implementation of this scheme does not fall under any obligation, the Conseil départemental de la Haute-Garonne has chosen to set up a completely different strategy by distinguishing between ENSs of territorial initiative and ENS under departmental control. The latter are properties of the department, the former correspond to natural areas owned by public owners (communes or groups of communes) as well as private (departmental federations, associations approved for the protection of the environment, individuals). Thanks to a call for projects launched in March 2017, the Departmental Council wanted to enable the voluntary actors of the department to actively participate in the maintenance and preservation of natural environments, their functionalities and the services they provide, by offering their sites to the ENS ranking. In 2016, following the approval of the modalities for the implementation of this environmental policy on its territory, the Department proceeded to classify a first site: **the Buzet Forest**. In 2018, the Department classified a second site under departmental control: **the natural area of the Château de Laréole**. That same year, following the results of the call for projects, 4 sites of territorial initiatives joined the network of Haut-Garonian ENS: * **the forested island of Bouconne**, carried by the Syndicat Mixte pour l’Aménagement de la Forêt de Bouconnne (SMAFB), * **Mont Calem**, carried by the municipalities of Arguenos and Moncaup, * **the domain of Fonbeauzard**, worn by an individual, * **the gravels of Valletta**, carried by the community of Val’Aïgo municipalities.
